It was heavily argued by several independent service providers, such as T Mobile, Verizon and AT&T, due to the potential to affect their sales.  They have been reassured that it will not, but there is still resistance.

The next step for the plan is to auction for airspace, which will decide what company is the responsible party. The FCC will start this as early as 2009, but already there are companies intensely working to gain the contract. The lead company in M2Z networks who are propositioning a “free, fast, family-friendly wireless broadband internet connectivity.”

They are stating there will be filters to stop children and teenagers from clicking questionable sites or looking at inappropriate pages. There is doubt and skepticism as to the ability to create a system teens will not hack and get past.
